In order to effectively improve the level Health Literacy among the key group of elderly people, systemic changes covering the institutional ecosystem are necessary. It is crucial to create, implement and monitor the implementation of National Strategies and programs aimed at strengthening medical care and prevention programs, as well as care and support for seniors at their homes and in institutions providing out-of-home services (including 24-hour care facilities). It is necessary to create National Strategies and guidelines for various stakeholders, including those who deal with public education, shaping attitudes, creating digital facilities in administration, conducting activities for the social activation of the elderly.
There are many framework Strategies and Programs in the Visegrad Community countries, constituting directional documents for the implementation of interventions that may result in the improvement of health awareness among the elderly. The adoption and implementation of these Strategies is usually associated with incurring real public expenditure.
Researchers in INHEAL project analysed almost 20 national Strategies, Programs and Action Plans of various specifics and scopes. They are both horizontal and strictly targeted and concern: the general development of the healthcare system in specific countries; adapting the health care system to the challenges of an aging population; disease prevention; promoting a healthy lifestyle; improve health system administration; improving social support for older people; promoting and implementing digital solutions for improving access to E-health, m-health and well-being services, etc. In addition to national strategies, we found many Action Plans, as well as targeted programs dedicated to the health of the elderly, and even social and educational campaigns.

The scopes and budgets of these Programs and Plans vary in many dimensions, including budgets. It is difficult to analyze these actions according to uniform criteria, and to monitor their performance on the basis of universal indicators. The reason for the inability to compare the effects is also the radically different time perspectives. In V4 countries, we find strategies and programs, created for time perspectives lasting from several to even 20+ years.
There are many strategies that are very important for determining the directions of subsequent interventions. The tools for their implementation are defined by subsequent Programs and Plans (including those implemented in individual regions, adapted to their specificity). Health awareness of the elderly is a broad topic, and activities raising this awareness belong to various areas of public policy. Key directional decisions and implementations are made not only within the health service, but are also within the competence of those public agencies that deal with e.g. social support; education; digitization or even shaping the conditions for the development of sport.
